M-04 Refresh an existing relevant URL before creating new content, and preserve what wins
A new page must not be created if an existing relevant URL can be improved. Working titles, sections, links and conversion elements must not be removed without evidence.

Why it matters
Spinning up a new page when a relevant one already exists splits signals and leaves the older URL to go stale. Stripping out titles, sections, links or conversion elements that were working can throw away the very things that earned the traffic. Without a baseline and a change log, nobody can tell whether a refresh helped or hurt.
How to implement
- Record a baseline for the existing URL, including its Search Console query data, before touching it.
- Check whether the above-the-fold content matches the intent of the queries the page serves.
- Update stale facts, fill in missing evidence, and improve internal links and media.
- Make a controlled set of changes rather than a wholesale rewrite, and keep sections that are performing.
- Keep a change log and measure the page or cohort against the baseline after the change.
Checklist
- Take a baseline first.
- Review the change in Search Console queries.
- Check the above-the-fold content and intent match.
- Update stale facts and missing evidence.
- Improve internal links and media.
- Where possible, apply a controlled diff instead of a large rewrite.
- Measure the cohort after the change.
- Do not remove winning sections without a reason.
How to audit
- The refresh decision includes before and after metrics and a change log.
How UltimateSEO checks this automatically
This control needs human evidence: before-and-after metrics and the change log for refreshed pages.
States used: PASS, FAIL, UNKNOWN, NOT_APPLICABLE or BLOCKED. UNKNOWN is never shown as a pass. How states work.
