I-08 Local service-area pages must rest on a real operational difference
A location page must only be created when there is service, route, SLA, case or other real evidence specific to that area. Doorway pages made by swapping the city name are prohibited.

Why it matters
Visitors who land on a page that only swaps one city name for another learn nothing about whether you can actually serve them. Google's spam policies treat such doorway pages as spam, and thin copies give AI answer engines nothing distinct to cite. The rule keeps location pages tied to real operations so each one earns its place.
How to implement
- Export the areas you actually serve from your operational records and compare them with the pages on your site.
- Merge pages that have no unique service, route, SLA, case or price information into the main service-area page.
- For pages you keep, add the local evidence: service time, route, team, case or price impact.
- State your real physical base clearly and explain surrounding areas with their coverage and conditions.
- Review your Google Business Profile service-area setting separately against Google's local rules.
Checklist
- State the central location clearly.
- Target surrounding areas only if you genuinely serve them.
- For a separate local page, add service time, route, team, case, price impact or local proof.
- If there is no unique information, cover the area on the main service-area page.
- Show the real physical base clearly.
- Build the service area list from real operational records.
- On the main service-area page, explain the surrounding areas with their coverage and conditions.
- Create a separate city page only when there is unique service information or evidence for that city.
- Manage the Google Business Profile service-area setting separately under Google's own local rules, and do not assume it is the same as the coverage on your website.
How to audit
- Measure the similarity between local URLs and count the unique facts on each.
- Compare website claims against CRM and service logs.
- Count the unique facts on each location page.
How UltimateSEO checks this automatically
Partly automated. The crawler detects location-page patterns and reports them; real service coverage, local evidence and office facts must be supplied by the business. The crawl gives a signal; a person decides the final state with business evidence.
States used: PASS, FAIL, UNKNOWN, NOT_APPLICABLE or BLOCKED. UNKNOWN is never shown as a pass. How states work.
