Area 10 of 10 in the UltimateSEO Framework v4.3
Proportionate optimisation
Whether a change is justified at all. It covers a reason to change, with NO_CHANGE as a valid result, naturalness across the whole page, overlapping pages, owned-domain portfolios, protecting winning assets, rollouts sized by real impact, independent review before publication and diagnosis before rollback. All 8 controls are hard gates: a confirmed FAIL on any of them stops publication until it is fixed. No automated check covers them, so they stay UNKNOWN until you supply evidence.
